The fiscal year that began October 1, 2026 brought two different results to Viera tax bills. Homes in Viera East CDD saw their district assessment fall by about $51, to roughly $453, because an old bond was retired. West of I-95, more than 2,700 platted homes in the Viera Stewardship District kept paying about $1,135 a year for single-family homes or about $885 for attached homes. Those rates are unchanged from last year, and the debt behind them is scheduled to run into the 2050s.
Square footage, lot size and list price don't set either number. Each one depends on which special district a home belongs to, which bond series it sits under and how far that bond has been paid down. If you're comparing two Viera homes at similar prices, this line on the tax bill belongs in the comparison alongside price.
Three Districts Share the Viera Name
Viera isn't one taxing district. The Viera Stewardship District covers 13,441.6 acres west of I-95. It handles drainage, lighting, habitat and other maintenance across its planned villages. Viera East CDD was established in 1991 and is a separate district. Its FY2027 budget presentation counts 31 subdivisions and 4,200 residential units, including Bayhill, Grand Isle, Hammock Trace, Fawn Ridge, Osprey Ridge and Wingate Estates. Heritage Isle at Viera has its own CDD.
Here is how the adopted FY2027 per-unit assessments compare. FY2027 runs October 1, 2026 through September 30, 2027.
| District and category | Upkeep (O&M) | Debt service | FY2027 total |
|---|---|---|---|
| Viera East CDD, per home | $336.49 | $108.57 | $453.32, including $8.27 recreation |
| VSD, platted home with no bond series | $135.40 | none | $135.40 |
| VSD, single-family, Series 2021 bonds | $135.40 | $999.90 | $1,135.30 |
| VSD, single-family, Series 2023 bonds | $135.40 | $999.65 | $1,135.05 |
| VSD, attached, Series 2021 bonds | $135.40 | $749.92 | $885.32 |
| Heritage Isle, South Single Family 50-foot | $917.05 | $482.61 | $1,399.66 |
| Heritage Isle, North Condo and Villa | $867.85 | $291.54 | $1,159.39 |
Each district's total is made up differently. In the Stewardship District, almost the entire bill is debt. Heritage Isle's bill is mostly upkeep. In Viera East, both pieces are small, and the debt piece is shrinking. Those three structures change in different ways over time.
Why Viera East's Bill Went Down
According to the Viera East board's explanation letter for FY2027, the district raised its operations and maintenance charge by $100 per home. It points to rising contract costs for lake maintenance, environmental work and lake bank restoration. The total bill still fell, because the debt and recreation charges dropped further than O&M rose.
The district's own history shows the trend, per home:
- 2018 through 2021: $679 a year, made up of $136 O&M, $414 debt and $129 recreation.
- 2022: $629, after debt fell to $364.
- 2023 through 2026: $504, with O&M at $236 and debt at $139.
- 2027: $453, with O&M at $336, debt at $109 and recreation at $8.
Board minutes record the final payment on the district's 2012 bond in May 2026. A Series 2020 bond is still outstanding, with $5.425 million owed at the start of FY2027 and full amortization scheduled for May 1, 2038. The letter also says none of the assessment supports the Viera East Golf Club or the Hook and Eagle restaurant. The money goes to fire lines, lakes, Woodside Park, Pieloch Dog Park and other community services.
A buyer looking at a Viera East home today is looking at a district that is 35 years old and close to the end of its borrowing. Debt service is now the smallest part of the bill. The part that will keep moving is O&M, which covers the lakes and parks people use every day.
West of I-95, the Plat Sets the Assessment
In the Stewardship District, two homes that look alike can sit in different assessment categories. The FY2027 schedule lists 4,227 platted residential units that pay only the $135.40 general fund charge. It also lists 1,083 single-family and 206 attached platted units under Series 2021 bonds, plus 1,150 single-family and 274 attached platted units under Series 2023 bonds. For a single-family home, the debt service portion is $999.90 a year, or a little over $83 a month, on top of the same upkeep charge every platted home pays.
The bond documents show how the line was drawn. The 2021 limited offering memorandum funded a Village 2 project, which it describes as the district's southernmost village. Assessments started on acreage and moved to a per-unit basis as residential lots were platted. The memorandum names Pangea Park, Aripeka, Laurasia and Del Webb as the initial Village 2 neighborhoods. It also plans 2,201 future residential units that it doesn't name.
The Series 2023 bonds total $25.755 million and were issued July 18, 2023 for district improvements. The district's adopted FY2027 budget counts the homes assessed under that series but doesn't tie them to named neighborhoods. A particular address has to be checked one parcel at a time.
The repayment schedules are long. The district's amortization tables run Series 2021 principal payments to May 1, 2053 and Series 2023 to May 1, 2054. The 2021 bond materials also separate the two parts of the charge. Debt service assessments follow the bond. O&M assessments are set from each year's budget and can change annually.
So the roughly $1,000 debt line on a Stewardship District bond home is close to a fixed cost for decades. Because the dollar amount stays flat, it gets smaller in real terms each year, while the $135.40 upkeep line is the part that can rise. Viera East is the reverse. Its debt is nearly paid off, and its upkeep just went up by $100.
Heritage Isle Is Mostly Upkeep
Heritage Isle at Viera has a third structure. Its adopted FY2026/27 schedule prices assessments by product type and lot width. Totals run from $1,159.39 for a North condo or villa to $1,543.93 for a South 70-foot single-family home. O&M makes up most of each total, ranging from $867.85 to $956.41. Debt service runs from $291.54 to $587.52.
Retiring a bond in Heritage Isle would remove the smaller part of the bill. For a buyer there, the operating budget will do more to shape future costs than the debt schedule will.
Where the Number Appears in a Transaction
These charges show up on the property tax bill. Brevard County's Tax Collector describes non-ad valorem assessments as fixed amounts rather than taxes based on value. They're listed separately from ad valorem taxes on the tax notice and billed on the October 1 to September 30 fiscal year. A home's assessed value can change while its district line stays put, and the reverse can happen too.
The state disclosure requirement covers first sales. Section 190.048 of the Florida Statutes requires the contract for the initial sale of a parcel or residential unit in a CDD to include a conspicuous, bold statement. It must say the district may levy taxes or assessments for the construction, operation and maintenance of public facilities, in addition to other taxes and assessments. On a resale, the clearest record of what a home actually pays is usually the prior tax bill and the district's own adopted budget. Every district's budget is published: Viera Stewardship District documents, the Viera East FY2027 adopted budget, and Heritage Isle's FY2026/27 schedule.
The Stewardship District's assessment methodology also says prepayment or infrastructure contributions can reduce the assessment on a particular parcel. That means two neighboring homes in the same bond area may not carry identical balances. The district's FY2026 budget recorded a $10,000 Series 2023 principal prepayment in its FY2025 figures.
